U.S. updates tariffs on Imports to address trade imbalances

On July 31, 2025, the U.S. administration issued an executive order imposing tariffs on imports from countries with imbalanced trade agreements.
The order takes effect on Thursday, August 7, 2025, at 12:01 a.m. EDT.

The executive order modifies the Harmonized Tariff Schedule to impose new ad valorem duties (listed in Annex I) on goods from specific countries, replacing some rates from the previous Executive Order (14257). 

The tariff applies to all exports to the U.S., as part of the “Reciprocal Tariffs” policy.

The new order does not introduce additional exemptions but does not cancel existing ones, including:

  • Informational products such as books and manuals
  • Steel and aluminum
  • Vehicles and vehicle parts
  • Cell phones, computers, and certain electronic hardware
  • Pharmaceuticals, critical minerals, and energy products

The order  lists country-specific tariff rates in Annex I and a full list of exempted items by HTSUS code in Annex II.

According to the order’s provisions, any shipment entering the U.S. after the effective date will be subject to the tariff, even if it departed Israel earlier. Borderline cases (such as a vessel arriving before August 7, 2025, but with taxes recorded afterward) may still be covered by the order.
